Local man dies in apparent hit-and-run

After responding to a Tuesday mid-morning 911 call, one local man has tragically died and another man has been arrested in connection with the victim’s death.

Dispatch for the Mount Pleasant Police Department received a call around 9:30 a.m. Oct. 20 concerning reports of a male victim with blood on him lying on the ground behind commercial buildings located at 310 West Ferguson Road.

Upon arrival, officers discovered the deceased body of Jesse Justiss, 36, of Camp County. From initial indications, Justiss had apparently been struck by a vehicle.

After a further investigation, the Mount Pleasant Police Department later made a same-day arrest of Waylan Bryan Merritt, 45, of Paris, on a second-degree felony hit-and-run charge. Merritt, who is a Republic Services employee, has since been released from the Titus County Jail on a $10,000 bond for the accident-involving-death offense. According to an online social media account, Merritt has been employed with the local waste management company since 2016.
